The proposals are for the conversion of the building to residential use as an independent dwelling. Due to the height of the cross beams and roof structure, which prevent conversion on a viable basis, the proposals are to reduce the floor level and underpin the sides with sandstone of the same type as currently exists. A trial pit has revealed that there is no historic floor beneath the concrete floor – it is a compacted dirt. The proposed plans illustrate two upper floor bedrooms at each end of the building consistent with the barns structural form. Each is served by a separate staircase. A void is retained within the centre of the building. The conversion will provide two levels of accommodation with two bedrooms at first floor and a further bedroom on the ground floor. The proposals involve no cutting of the beams or any timber work. The proposals re-use all existing door and window openings. The only new glazed feature is set behind Louvre timbers as annotated on the north elevation cat-slide extension. In order to ensure appropriate sound and energy insulation but also to retain the exposed timber work internally, it is proposed to lift the cladding and insert the insulation behind the weatherboarding. At ground floor the basic plan of the building is retained with no alterations to the timbers.
The accompanying bat report has not revealed any roosts or bat activity to and from the building. The majority of bat activity is located near the trees and woodland copse to the west. The proposals would therefore comply with environmental policies.

In summary the Conservation Officer has considered this proposal in detail and does not raise objection to the proposed change of use to a dwelling. In terms of the alterations proposed these are supported in principle by the Conservation Officer but a number of conditions requiring further information to be submitted have been requested. With regard to this application only a condition requiring external materials to be submitted for approval is necessary.
